Theory and Practice on Soil and Water Conservation in the Urbanization
Through analysis on the process of urbanization, the concept and connotation of soid erosion as well as soil and water conservation in the urbanization were proposed, urban ecology, principles of soil and water conservation and scientific development perspective were expounded, which were the main elments of the urbanizing soil and water conservation theory, the management mode of urbanizing soil and water conservation as well as innovative technical system of Shenzhen City were summarized.

Slope Effect on Soil Erosion Under Different Land Use Types
Based on the analyzing of 55 available rainfall experimental data in Shangshehe small watershed with SAS software, the relationship between total rainfall surface runoff and various influence factors such as slope gradient, rainfall, rainfall intensity, grass coverage under different land use types cultivated slope land, Chinese fir land was studied. The results showed that the correlation between total surface runoff and erosion modulus with land use types and those influence factors above was significant. Within the scope of a given slope gradient, total surface runoff and erosion modulus on cultivated slope land increased with the increase of slope gradient. For Chinese fir land, the contrary condition was found.

Assessment of Water Consumption of a Young Ash Tree-white Beech Plantation in a Dry Climate by Gypsum Block Method
The actual evapotranspiration of a young ash tree-white beech plantation on a deep loess soil in Eastern Austria was estimated from measurements of the soil water balance using the gypsum block method. During the observation period from April 2000 to March 2004 the yearly actual evapotranspiration of the plantation amounted to 712mm/a, thus consuming all the precipitation of 644mm plus 268mm of the soil water storage. There was effective no deep percolation. The crop coefficient Kc of the FAO Penman-Monteith formula for the main growing season (June to September) was estimated to be 1.4 for a mean soil water suction within the rooted soil profile less than 0.4MPa and was found to decrease linearly to

Forest Hydrology Benefit of Duanfangxi Small Watershed in Three Gorges Reservoir Area
It is significant that the forestry hydrology function of reservoir area of Three Gorges gives play to the safe operation and benefit of the water control project in Three Gorges of Yangtze River. It all can play active roles in development and improvement on ecological environment in Three Gorges Reservoir Area. Based on the observation of the natural rainfall, runoff, etc. in 19922000, the roles of crown canopy, the roles of forest litter in Duanfangxi small watershed, the correlation between the forest coverage rates and the soil unit weight, total hole degree and the runoff have been analyzed. The result shows that, the weight of branches and leaves has linear positively correlated to the diameter of its stem, the water capacity of branches and leaves has linear positively correlated with its weight, the crown canopy cuts the allowance and rainfall and presents exponential functional relation. The interception amount of crown canopy of different forest type is 0.38mms~8.78mms, the interception rate of crown canopy is 10.27%~49.48%, and the crown canopy interception is exponential functional relation to its rainfall in Duanfangxi small watershed. With the increase of the coverage rate of forest, the soil unit weight of the forest land reduces, total hole degree increases; In the main forest type, the water capacity of litter in the conifer-broadleaf mixed forest is the largest, and the water capacity of litter can reach 2.8%~6.3% of rainfall, the runoff and precipitation is linear positively correlation in the same period in Duanfangxi small watershed, following the forest coverage rates increased by 1%, the depth of runoff reduces 6.95mm in flood season in Duanfangxi small watershed.

Soil Infiltration and Models in Different Vegetation Coverages in Guishuihe River Basin
In order to provide scientific basis for vegetation rehabilitation in basin area of Guanting Reservoir, in Shangxinzhuang small watershed, which is located on the Dayushu town in Yanqing county in Guishuihe river basin of Guanting Reservoir, the soil pounding infiltration experiments in different vegetation coverages were done and the experimental data were simulated by four infilitration models. Through analyzing and comparing, the law of soil infiltration in different vegetation coverage was found, the applicability and veracity using Костякоь, Horton, General Experimental formula and Philip model were evaluated.

Software Development Platform for Applications System to Eco-environment Construction Based on Spatial Information Technology
It becomes a new hotspot in the software development field that building software development platform aiming at application system development work which have similar functions and structure in the same field. To avoid iterant work, decrease work cost and improve work quality, a software development platform for based-on-spatial-information-applications to environment construction is studied and built which takes application GIS's kernel as core after analysis and comparison of much application systems taking spatial information as basic analytic object in the eco-environment construction field. The platform is based on the iterant information in the similar applications systems, the object oriented technique and the layer-form structure.

Research on Slope Soil Erosion Based on Manpower Neural Network
Based on the complex nonlinear characteristics of slope soil erosion, method of artificial neural network was used, and three-layer feed-forward back-propagation network model for slope soil erosion in different tillage measures (contour tillage, manpower digging, manpower hoeing, linear slope) was established. The structure of the model has five input variables including rainfall intensity, gradient, length of slope, percentage of prophase soil moisture content and soil volume weight and one output variable for the sediment yield of secondary rainfall of slope soil erosion. The network model was trained and predicted by using the observed data of the field simulated rainfall experiment. The results showed that back-propagation network model was reasonable and can be referred as an effective method for studying slope soil erosion laws.

Influence of Land Preparation for Afforestation on Runoff Producing and Transport from Slopes with Young Planted Trees System
By means of theoretical model and mechanism of producing and conflux of runoff, the key pathway of surface runoff regularity of young planted trees system was studied. The results showed that topography was extremely important among the three factors of rainfall, soil and topography which affected the runoff producing and conflux. The land preparation for afforestation to change micro-basin characteristics such as length, gradient and configuration of surface was a simple and effective measure for controlling surface runoff in the planted trees site of Loess Plateau. But if the land preparation work was designed according to traditional records of runoff plot with straight slope, it could not reach the desired design standard, which can only reduce runoff by 39.92%~51.80%, 52.39%~52.86%, 62.66%~65.11% for fish-scale pits, contour trench, reverse-slope terrace respectively. Compared with traditional runoff plot of straight slope, the runoff records of land-preparation plot can only illustrate the total effect of land preparation in reducing runoff, but can not demonstrate the influence nature of land preparation to runoff producing. It was the neglecting of impact of muddy water infiltration, slope gradient and configuration on surface runoff producing and erosion that weakened the expected functions for reducing erosion and runoff transportation on design.

Rules of Erosion & Sediment Yield and Benefits of Flood & Sediment Reduction of Soil and Water Conservation Measures in the Middle Reaches of the Yellow River
The course sands in the middle reaches of the Yellow River are mainly from the reach from Hekou to Longmen, Jinghe River, Luohe River, Weihe River, etc., and the source of course sands areas and strong erosion areas happen to be in the similar areas, that is, the so-called areas of course sands and strong erosion (ACSSE). The ACSSE covers an area of 78600km
2
, producing 69.2% of the total sediment and 77.2% of the total course sediment with only 22.8% of the total basin areas. The soil erosion module in sub-region one of the gully and hilly region of the Loess Plateau appears largest from 12420 to 36440t/(km
2
·a) contrasted with other areas. The measures of soil and water conservation including terraced fields, forestland, grassland, dam, etc., have played good functions in reducing flood and sediment. The results on study in reach from Hekou to Longmen show that the annual reduction of sediment of soil and water conservation measures is from 0.208 to 0.275 billion tons in the 80' of the 20th century, and from 0.320 to 0.448 billion tons in the 90', 0.316 billion tons from 1990 to 1996, through the hydrological method. The functions and benefits of that in Jinhe River, Luohe River, and Weihe River are all prominent. Through the roles of interception and absorption of the canopy layer, litter layer, and root and soil layer, the benefits of flood and sediment reduction of forest vegetation are prominent. Contrasted with neighboring non-forest or less-forest areas basin, the sediment reduction rates get to 78%~96% in a lot of experimental basins with the artificial forest in Western Shanxi and Eastern Gansu, etc., diminishing the strongly changing flood disasters and controlling the soil erosion radically. Further study on scaling of variation of flood and sediment in different scale basins should be strengthened henceforth.

Land Property Rights Arrangement and Response of Farmer's Behaviors of Soil and Water Conservation
The influence of land property rights on farmers' behaviors of soil and water conservation is examined. Based on farmer survey data, a logic model is established to explore the effect of land property rights on farmers' soil and water conservation decisions making and the parameters in the model are estimated with maximum likelihood estimation. The estimation results showed that farmers' decisions of soil and water conservation are remarkably affected by the right of transferring land within village, right of mortgage, land rent, farmers' perception of soil and water loss and regional difference.

Present Erosion Situation of Mining and Construction and Controlling Countermeasures in Fujian Province
In order to provide scientific basis for controlling Erosion by Mining and Construction(EMC)., the erosion by mining and construction in Fujian province which resulted from industrial construction and mining, town expanding, traffic and others was surveyed based on GPS and GIS in 2002. The results showed that EMC was distributed densely and broadly over the province, that there are 4481 places existing EMC, the total area was 16671.36 hm
2
. The most of EMC were caused by industrial construction and mining, which occupied 73.56 percent of the total EMC, which had 3296 places. Moreover, 59.58 percent of the total EMC were under constructing process. The main causes resulting in EMC were that the scale of the exploitation and construction was becoming larger and larger, most of the owners had so apathetic conscience of soil and water conservation that hadn't taken the controlling measures, i.e. the workout ratio of soil and water conservation project was only 45.44 percent, and the practices for preventing land from erosion and executing the laws had not strong enough. Therefore, the practices for controlling EMC were suggested as follow: taking practicable and effective monitoring technology, strengthening supervising and executing the laws, increasing investment for scientific research, probing into scientific harness measures, carrying through prevention of EMC.

Analysis and Preventive Strategy on Main Source of Sediment in River and Lake in Jiangxi Province
Based on eco-environmental actuality in Jiangxi province, characteristics of soil erosion and water loss, condition of forest stand, characteristics of precipitation, natural factors of landforms,geology and so on and influences by irrational human activities were analyzed deeply. The results showed that the main sediment resource is granite erosion region, the drive force of sediment yield is provided by concentrated high strength precipitation, sediment concentration condition is created by landforms and topography. The structure of forest stand and age is unreasonable, which can't prevent surface from erosion, and soil erosion and sediment yield were accelerated by unreasonable management. The prevention and control countermeasures aiming at are put forward, which could offer scientific bases to study systematically sediment in river and lake in Jiangxi province.

Analysis of Eco-economic Control Models and Benefits of Rocky desertification Region in Huajiang Karst Gorge in Guizhou
Rocky desertification region was the difficult area of afforestation and the key area of eco-environment conservation. In order to accelerate comprehensive control, Dingtanpian region on right bank of Huajiang Gorge where Karst rocky desertification develops typically was taken as an example. Based on expatiating natural conditions and actual rock desertification conditions of Dingdianpian region, several eco-environment conservation models of anti-rocky desertification which were being brought into effect were analyzed in detail, such as "Bambooleaf pricklyash+breed pigs+marsh gas"(model one) "Amomum villosum+breed pigs+marsh gas model"(model two)"Traditional grain and economic crop (corn, peanut)+Amomum villosum or Bambooleaf pricklyash model"(model three), etc. The eco-economic benefits, development potential and problems of these models were studied. The results showed that in the terms of economic benefits, model one and model two were better, model three was the best. And aiming at existing problems, countermeasures for next works of anti-rocky desertification were put forward briefly.

Experience of Soil and Water Conservation of Dingxi in Gansu
The law of soil and water conservation was carried out earnestly in Dingxi province. Base on soil and water conservation comprehensive management, by the end of 2002, the control area of soil erosion had added up to 10333km 2; erosion control ratio had reached 61.8%. In the control process, the way of soil and water conservation for eco-environment conservation having feature of Dingxi was put forward and the situation of eco-environment was improved evidently.

Achievements and Benefits of Eco-environmental Forestry in Yanan City
To control the serious soil erosion and water loss in Loess Plateau in the north of Shaanxi, a large scale of eco-environmental conservation was developed in Yanan City, which had achieved notable success in the removal lands from cultivation for afforestation and grass planting. After 5 years' control by the end of 2002, a control area of 4758km
2
of soil and water conservation had been accomplished. The erosion control ratio had been increased to 37.3% from 19.8% in 1998, and the vegetation cover in the key controlled watersheds had been increased year by year. The eco-environment began to turn to the benign cycle. The experiences were as follows, establishing institution, putting responsibilities into effect, unifying planning, carrying out separately, fulfilling the policies, innovating the mechanisms, enhancing supervision and controlling legally.

Monitoring and Appraising on Water Quality of Huangqian Reservoir for Drinking Water of Taian
Based on the continuous monitoring of 27 indexes in Huangqian Reservoir, the drinking water source of Taian city from 2001 to 2002, the water quality was appraised according to the environmental quality standards for surface water(GB3838-2002) and single gene standard which were rather common used in China. The results showed that the main factors influencing the reservoir's water quality were permanganate, chemistry needed oxygen capacity, the total phosphorus and nitrogen, the water quality in flood season was worse than that in non-flood season, and the water quality of storeroom was better than that of dam-former. On the base of those, the reasons were analyzed, the corresponding settlement measures were put forward, and the scientific basis were offered to protect the drinking water source pointedly, improve water quality further, and optimize water management.

Initial Research Report on Rainfall Standard of Soil Erosion
To study out and establish rainfall standard of soil erosion aims at distinguishing happening soil erosion rainfall or not, which can reduce workload to compute rainfall erosion force and therefore the possibility and condition of increasing precision of soil erosion forecasting will be provided. Tested materials of three runoff plots of Huayuan river watershed in She county of southern mountainous area in Anhui are taken as samples that inquires into erosion rainfall amount standard which is 13.6mm 14.6mm and 14.7mm in turn. According to that standard, 50% of the number of rainfall can be eliminated and soil erosion volume which failed to choose takes up 3% of total erosion amount.

The problems needing attention are discussed, which are in the planning of soil and water conservation programs during the construction of exposition parks in the urban area. The harms resulting from soil loss, soil loss volume forecasting is studied, and the drainage system, side slope protection, microrelief reformation, control of wind erosion, provisional measures for construction etc are elaborated in detail. Effect of Natural Eco-restoration of Southeast Coastal Hilly Area of Fujian Province
The evaluation of natural eco-restoration of opening forest watershed in Nan'an was systematically studied. Results showed that after 15-year natural eco-restoration, vegetation cover rate was increasing from 30%~50% to 91.4%~95.8%, community was diversified and stable. The water conservation capacity of forest had increased by 56.27%~76.86%, soil structure and soil fertility was improved greatly. Average soil erosion modulus decreased by 2054~ 2149t/km

Soil erosion caused by exploitation and construction during diversion and irrigation work had certain particularity, and the soil and water conservation of which had special rules too. Based on first phase irrigation work of soil and water conservation program of north trunk canal of Huangshui River, the general situation of work and project area was introduced, the characteristics and harm of soil erosion in construction process were analyzed. Combining with actual situation of work, with the method of classification, control scheme was put forward, which could be used for reference to soil and water conservation program design of similar projects.

Characteristics and Control Measures of Soil Erosion of Thermal Power Station Project near Beach:Taking the First Phase Project of the Ningde Thermal Power Station in Datang of Fujian as an example
Beach area is influenced by typhoon whose rainfall has its particularity. The construction of thermal power station near beach involves series of problems to be solved such as the mountain digging, bottom land surrounding fill, flood protection, traffic and transportation, pipe (channel) arrangement for water supply and drainage, the site choosing of ash and dregs field, constrction section, earth drawing and discarding and migration allotion and so on. Because of the complexity of topography in project area, in fact serious soil erosion is usually caused by some elementary projects in constructional period. Taking the first phase project of Ningde thermal power station as an example, soil erosion characteristics are studied, and some practical control measures are put forward.

Application of Greening Cage Brick to Steep Rocky Slope Protection
Ecological landscape is affected by bare rock and steep slope resulting from soil pitting and stone drawing. The protection effect is perfect to adopt new technology of greening cage brick. The material, construction, function and characteristics of the greening cage brick are analyzed, its construction technology is described in detail, and the links needing attention in construction period and the method are presented by which was applied with early growth grass and tree, shrub, and vine plants by greening. The steep rocky slope controlled with the greening cage brick could be greened quickly and a natural ecological environment could be created.

Establishment and Application of Remote Sensing Repository of Vegetation in Hilly Area of Anhui,Zhejiang,Fujian and Jiangxi
The regional soil erosion situation is evaluated when remote sensing data are applied to interpret vegetation cover. The repository of removing sensing identifying samples for surface vegetation cover rate is set up by combining man-made investigation with remote sensing identification. The repositories of vegetation samples have been established and knowledge have been checked up and updated through using GPS. The universality and precision of samples are advanced. Therefore, the precision and speed of dynamic remote sensing supervision for soil erosion are improved and the technique of vegetation identification for remote sensing image is systematized.

It's important matter of national ecological supervision station net to set up archives system of grass roots for soil and water conservation. Taking small watershed as an unit in Nan'an of Fujian, the archives system establishment of grass roots for soil and water conservation had been researched. All available data was assembled by standard information technique to set up an archives data and computer database and inquiry system. Data can be circulated and collected by means of current network. The information system can interact with all data for all grass roots field work and all levels of offices at real time. Start with the task in grass roots, from smallness to bigness, and the national archives system for soil and water conservation information will be formed.
