Abstract The quantity and quality of all small watersheds were investigated and analyzed with a county as unit. The available data for watersheds were assembled and consolidated and the metadata were standardized. Then, the spatial database was set up based on "3S" technological system. The three-dimensional inquiring system was realized by information system of small watersheds built by dummy GIS.
