The Battle of Concentration and Distribution: The Development and Enlightenment of Australian Archives Custody Model in the Digital Era

Through a case study of the archival custody model in Australia in the digital age, the authors find that the developing process presents a battle of concentration and distribution. The change is influenced by multiple factors such as technology change, utilization demand and management theory. As a result, its current custodial model has distinctive features in terms of centralized control, legal compliance, specific programs and implementation guidelines. Inspired by this, in this paper the authors proposes that the archival custodian strategy of China in the digital era should pay attention to diversified needs, reform the concept of custody, strengthen centralized control, and improve legal, policy and institutional guarantees.
