基于情报感知的智慧图书馆网络舆情服务体系构建

摘要:

【目的/意义】信息化时代,网络舆情肆意传播,智慧图书馆承载着信息服务和知识组织管理职责,故构建智
慧图书馆的网络舆情服务体系对提升用户舆情信息素养和综合情报能力,协同政府部门舆情治理具有重要意义。
【方法/过程】遵循以用户为中心的服务原则,在分析智慧图书馆舆情服务主体及其信息需求的基础上,利用情报感
知理论从需求感知、数据感知、情景感知、态势感知和情报服务五个层面构建智慧图书馆网络舆情服务体系,并针
对服务实施过程中可能面临的问题提出相应的保障机制。【结果/结论】所构建的智慧图书馆网络舆情服务体系能
够面向不同的用户群体实现需求、数据、情景和态势层面的舆情情报感知,为用户提供智慧化、个性化和多元化的
舆情知识服务。【创新/局限】该研究能够拓展和深化智慧图书馆理论与服务模式,突出智慧图书馆的舆情信息服务
价值和数字普惠能力。

Abstract:

【Purpose/significance】In the information age, online public opinion is spreading wantonly, and the smart library bears the
responsibilities of information service and knowledge organization and management, so it is important to build an online public opinion service system to improve users' public opinion information literacy and comprehensive intelligence capability and cooperate with gov⁃ernment departments in public opinion management.【Method/process】Following the user-centered service principle, on the basis of analyzing the subjects of public opinion services of the smart library and their information needs, this paper constructed an online pub⁃lic opinion service system from five levels of demand perception, data perception, context perception, situational awareness and intelli⁃gence service by using intelligence perception theory. Besides, the guarantee mechanisms are proposed for the possible problems in the process of service implementation.【Result/conclusion】The constructed online public opinion service system in the smart library can realize public opinion intelligence perception at the levels of demand, data, context and situation, and provide users with smart, personalized and diversified public opinion knowledge services.【Innovation/limitation】This study can expand and deepen the theory and service model of the smart library, and highlight the value of public opinion information services and digital inclusion capability of the smart library.
