开源科技情报技术体系构建

摘要:

【目的/意义】涵盖从顶层规划、科学研究、成果转化、生产制造到市场投放等多维度、多场景的科技情报挖
掘新需求越来越得到重视,但这些科情资源广泛分散于互联网各处、模态复杂且数量巨大,传统信息技术手段已无
法有效处理,急需构建一套基于数据智能技术的开源科技情报技术体系,来应对以上科技情报内生性的变革。【方
法/过程】以科技情报与互联网融合的新特点、挑战出发,将场景与技术深度融合,通过建设:①开源信息智能发现
与捕获;②多源异构数据治理与标准化;③动态知识图谱表达与构建;④场景化数据挖掘模型算法搭建;⑤智慧与
个性化情报服务五项关键技术能力,来实现基于数据智能技术的开源科技情报挖掘与分析能力。【结果/结论】系统
性地规划了一套涵盖从规划、研究、研制、生产、项目、市场全链路的开源科技情报挖掘分析能力及支撑体系。【创
新/局限】能够将科技情报研究与开源情报特点深度结合,规划了一套适用于复杂、多场景下科技情报智能挖掘的
数据智能技术体系。

Abstract:

【Purpose/significance】 Scientific and technical intelligence requirements for multiple scenarios and dimensions including
strategy plans, science research, major projects, achievements, marketing, and others are getting increasing attention. However, these
new types of science and technology resources are huge, more complex, and widely dispersed in every corner of the Internet, and al⁃
most impossible to be processed by traditional information technology methods, thus urgently driving us to build a new practical open
source scientific and technical intelligence architecture to deal with changes more efficiently
.
【Method/process】 Based on the new fea⁃
tures and challenges of the integration of scientific and technological information and Internet environment, the article proposed 5 key
capabilities, including: ①Smart open source data matching and crawling;②Multiple sources and types big data governance and stan⁃
dardization;③Dynamic knowledge graph ontology, extraction, and database;④Data mining and computing algorithms for different sce⁃
narios; ⑤Smart and personalized intelligence service. To achieve the capability of data mining and analyzing of open source scientific
and technical intelligence based on data intelligent technology.【Result/conclusion】 This article has comprehensively and systemati⁃
cally proposed a technical architecture covering all steps of open-source science and technology intelligence processing, including not
only fundamental technology, but proposal, production, project, marketing, and other related intelligence.
Innovation/limitation】 By
deeply integrating features of technology and science intelligence and open-source intelligence, the article proposed a flexible techni⁃
cal architecture for achieving deep insight of science and technology information.
