Abstract: 【Purpose/significance】This paper analyzes the personal information protection policy text that has been issued in China,
which is conducive to the government's further improving the policy system and is of great significance to strengthening personal infor? mation protection.【Method/process】This paper takes the national personal information protection policy texts issued in the last 10 years as the research object and adopts the social network analysis method, content analysis method and statistical analysis method to construct a three-dimensional analysis framework of policy tools, policy effectiveness and policy theme. At the same time, this paper makes a quantitative analysis of China's personal information protection policy text.【Result/conclusion】The results show that there are some problems: unbalanced use of policy tools, overuse of environment-oriented policy tools, lack of use of supply-oriented and demand-oriented policy tools; The proportion of laws with strong policy effectiveness in total policy is relatively low; In terms of policy themes, the Chinese government tends to focus on the content of information security protection and management policies, ignoring the requirements of the government's obligation to inform and the protection of individual rights. This paper puts forward some optimiza? tion suggestions: improve policy effectiveness, top-level design of the personal information protection system, and promote departmen? tal exchanges and cooperation; The scope of policy themes needs to be expanded to ensure the subject's right to know and use personal information【. Innovation/limitation】In the future, the number of policy texts will be further expanded and we will conduct a compara? tive analysis of personal information protection policies at home and abroad.
