摘要: 【目的/意义】现有研究关注在稳定政策环境下,科技智库知识服务能力的核心要素和运行机制,而随着政
策环境和经济形势的不断变化,科技智库需要提升动态知识服务能力以满足多样化和异质性的政策咨询需求。【方
/过程】基于科技智库理论研究和运营实践,明晰科技智库内涵和特征,结合动态能力理论构建科技智库动态知
识服务能力体系。【结果
/结论】基于科技智库运作流程将动态知识服务能力体系核心要素划分为环境扫描能力、机
会识别能力、资源整合能力和成果传播能力,并围绕组织结构、人员技能和沟通机制三方面提出动态知识服务能力
体系微观基础。【创新
/局限】本文创新性提出科技智库动态知识服务能力,并围绕构成要素和微观基础构建动态知
识服务能力体系,跨领域对比分析和大样本实证检验是进一步研究方向。

Abstract: Purpose/significanceExisting studies focus on the components and operation mechanism of the knowledge service capa⁃bility of science and technology think tanks in a stable policy environment. However, with the change of policy environment and eco⁃nomic situation, science and technology think tanks need to improve dynamic knowledge service capability to meet the diverse and het⁃erogeneous needs of policy consultation.Method/processBased on the theoretical research and operation practice of the science and technology think tank, the connotation and characteristics of the science and technology think tank are clarified, and the dynamic knowledge service capability system of the science and technology think tank is constructed based on the dynamic capability theory.
Result/conclusionBased on the operation process of science and technology think tank, dynamic knowledge service capability is di⁃vided into environment scanning capability, opportunity identification capability, resource integration capability and achievement dis⁃semination capability. The micro basis of dynamic knowledge service capability of science and technology think tank is put forward from three aspects: organizational structure, personnel skills and communication mechanism.Innovation/limitationThis paper inno⁃vatively proposes the dynamic knowledge service capability of science and technology think tanks, and constructs the dynamic knowl⁃edge service capability system around the constituent elements and micro basis. Cross-field comparative analysis and large sample em⁃pirical test are the further research direction.
