我国公共信息服务标准体系框架构建研究

摘要:

【目的/意义】公共信息服务质量的提升及公众对公共信息服务需求的满足亟需公共信息服务标准体系的
构建。【方法/过程】针对我国现有公共信息服务标准局限于某一行业或者某一地区、缺乏公共信息服务标准通用体
系等问题,本研究在调研我国公共信息服务标准建设现状、梳理公共信息服务标准体系研究的基础上,以卡诺模
型、联邦企业架构、标准体系表编制原则与要求等为理论依据,同时参考现有相关标准文件、文献研究成果,构建了
我国公共信息服务标准体系初步框架,并使用德尔菲法进行两轮专家鉴定。【结果/结论】通过对相关数据进行分析
和佐证,构建了以服务通用标准、服务提供标准、服务保障标准以及特色服务标准四个部分为主要内容的我国公共
信息服务标准体系框架。

Abstract: Purpose/significanceThe construction of public information service standard system is of great significance
for improving the quality of public information services in China and meeting the public information service needs of the
public.
Method/processIt is found that the China's existing public information service standards are limited to a certain
industry or a certain region and lack the common system of public information service standards. Based on the research on
the status quo of China's public information service standards construction and the review of the public information service
standard system, this study builds the preliminary framework of China's public information service standard system based
on the Kano model, the federal enterprise structure and the standard system framework.
Result/conclusionThrough the
analysis and corroboration of relevant data, the article has constructed China's public information service standard system
with four parts: service general standard, service provision standard, service guarantee standard and characteristic service
standard.
