Abstract: 【Purpose/significance】In the context of the modernization of national governance capabilities, the upgrading and
transformation of industrial structure, and the multi-agent collaborative innovation construction of think tank alliances，
deeply digging into the research on the influencing factors of the operation of industrial think tank alliances not only enrich⁃
es the relevant theories in the field of think tanks, but also provides a certain reference for the operation and development of
industrial think tank alliances, so as to further release the effectiveness of think tanks.【Method/process】This paper uses
grounded theory to design interview samples, obtains original data through in-depth interviews, and constructs a model of
influencing factors affecting the operation of industrial think tank alliances through open coding, main axis coding, selective
coding and saturation test, and expounds the path of action.【Result/conclusion】The research concludes that the influencing
factors that affect the operation of industrial think tank alliances include the willingness of the main body to cooperate, the
ability of participants, the guarantee of alliance resources, the degree of alliance integration, and the management of alli⁃
ance organization. The operation effect of the industrial think tank alliance can be improved through rational allocation and
effective management of the factors.
