In order to cope with the increasingly prominent public service fragmentation situation and the resulting inefficiency in service, reforming public services with“system integration”has become the consensus of the government and the academic community. The archives department has always been involved in the government information disclosure business, which provides experience for its continued participation in the “one-stop”government public service integration reform. However, it also faces problems such as competing with other relevant units, imperfect coordination mechanism and the limited types of services involved in collaborative cooperation. So archives departments should be clear about their position and function in the integration framework, strive to establish extensive and diversified cooperation channels and seize the initiative of data integration, and finally promote the teamwork and process transformation of public services by participating in the flat reform.
