Abstract：To be sure the sustainable utilization of water resources, it has become the most important resources and environment problem of Chinese economy and society development in 21th century. If the conflict between supply and demand of water resources is resolved and realize the sustainable utilization of water resources, it will be necessary to rationally allocate the water resources. The research content, theory, method and technique in water resources rational allocation are mainly discussed; the international research process and problem in existence are analyzed and the developing tendency in the rational allocation of water resources is predicted.
