摘要:

个人数字存档是公众记录证据和留存记忆的重要手段。本文结合国内外相关理论与实践依据，构建了包含基础使用功能域、存档需求功能域、存证需求功能域的个人数字存档工具存证功能模型。并以此模型为参照，对国内常用个人数字存档工具的存证功能现状进行系统调查，发现存在专业指导规范缺位、功能完整程度有限、主体权责尚待厘清、存证缺乏辅助支持的问题。基于此，从强化规范指引、添加存证模块、厘清权责分配、加强存证辅助四个方面提出个人数字存档工具存证功能的优化路径。

Abstract：

Personal digital archiving is an important way for the public to record evidence and retain memory. This paper combines relevant theoretical and practical basis both domestically and internationally to construct a model for the evidence storage function of personal digital archiving tools, which includes basic usage functional domain, archiving requirement functional domain, and evidence storage requirement functional domain. Using the model as a reference, this paper investigates the current status of the evidence storage function setting of personal digital archiving tools commonly used in China, and finds that there are some problems such as lack of professional guidance standards, incomplete function setting, unclear rights and responsibilities of stakeholders. Based on this, the optimization path of the evidence storage function of personal digital archiving tools is proposed from four aspects: strengthening normative guidance, adding evidence storage modules, clarifying the allocation of rights and responsibilities, and strengthening evidence storage assistance.
