【Purpose/significance】Emergency decision-making is a crucial part of handling unexpected events, and its correctness is

inseparable from the support of information services. Information services are an important foundation for emergency decision-making,

and the professional advantages of libraries in information resources and services can provide strong support for emergency decision

making and also promote the development of libraries themselves.

Method/process】From the relationship between decision process

and information service, this paper designs a general framework for providing service for emergency decision by comprehensively con⁃

sidering the particularity of emergency decision and the advantages of library information service.【Result/conclusion】 The service

framework is divided into four stages. It supports emergency decision from the perspective of information service, and provides help for

government emergency decision.【Innovation/limitation】This paper designs a library information service framework for emergency

decision-making from the perspective of the advantages of library services and the characteristics of emergency decision-making. This

research has guiding significance for similar work.
