中国适老化改造政策的文本分析与演化特征研究

摘要:

【目的/意义】梳理我国适老化改造政策,综合分析我国适老化改造政策演化进程,为不同学科研究人员、不
同行业适老化改造研究以及未来的政策制定提供参考。【方法/过程】本研究筛选出我国2002年1月至2022年4月共
285份适老化政策,从外部结构、主题特征、关键政策三个维度对政策文本综合分析,根据结果将政策演化划分为三
个阶段,并从府际合作、主题演化路径和关键政策角度分析每个阶段的演化特征。【结果/结论】我国适老化改造政
策从阶段上可以分为无障碍建设、专项适老化、智慧适老化三个阶段,主要有无障碍公共设施改造、居家适老化、社
区适老化、公共服务适老化、智能技术适老化、医疗机构适老化6个主题,目前重点为后三者。适老化改造政策的发
文机构数量不断增加,协作体系多元化,改造面向的对象和场景从少数特殊向全面普及转变。【创新/局限】系统性
地从政策文本挖掘的角度粗粒度分析了我国适老化改造政策的起源与发展。

Abstract:

【Purpose/significance】 Combing China's aging-friendly retrofit policies and comprehensively analyzing their evolution can
yield implications for academia, industries and policy-making.【Method/process】 This paper screened 285 aging-friendly retrofit poli⁃
cies in China from January 2002 to April 2022, and comprehensively analyzed the policy texts from three dimensions of external struc⁃
ture, thematic characteristics and key policies. Then this study divided the evolution of policy into three stages according to the results
and analyzed the evolution characteristics of each stage from the perspective of intergovernmental cooperation, thematic evolution path
and key policies.【Result/conclusion】 The evolution of policies can be divided into three stages, namely barrier free construction, spe⁃
cial aging retrofit and smart aging retrofit. China's aging-friendly retrofit policies mainly include six topics, namely barrier free public
facility modification, home modification, community modification, public service retrofit, intelligent technology retrofit and medical in⁃
stitution retrofit. The number of aging-friendly retrofit policy document issuing institutions is increasing, the collaboration system is
becoming more diversified, and the object and scene of retrofitting are changing from regional to a more general population.【Innova⁃
tion/limitation】 The paper systematically analyzes the development of China's aging-friendly retrofit policies from the perspective of
policy text mining at a big granularity.
