面向“双一流”的学术图书馆学科服务规划演进研究
——从“十三五”到“十四五”时期的启示

摘要:

【目的/意义】党的二十大报告系统论述了教育、科技、人才对于国家建设的基础性作用,再次强调了科教兴
国、人才强国战略的重要性,分析学术图书馆学科服务在“十三五”和“十四五”规划之间的演进情况,是帮助学术图
书馆提升学科服务水平,为国家教育体系建设提供科技资源保障的重要课题。【方法/过程】文章通过分析七所学术
图书馆的两次五年规划,从资源、服务、管理、平台四个维度对比各图书馆采取的措施并发掘特色规划,归纳总结学
科服务优化情况,以提升我国学术图书馆学科服务的体系性和完整性。【结果/结论】本文从演进趋势中分析得到提
升人才队伍效能、发展学科情报服务、加强评估制度监督、增强教学辅助属性、聚焦优势业务布局的启示,辅助提升
高校及科研机构的科研能力,为推动学术图书馆提升学科服务水平、加强科研教育保障能力提供参考。【创新/局
限】本文仅从资源、服务、管理、平台方面对学术图书馆学科服务规划进行分析,后续可以从其他特别维度探究学科
服务规划特点。

Abstract:

【Purpose/significance】The report of the 20th National Congress of the Communist Party of China systematically discusses
the important roles of education, technology, and talent, and reemphasizes the importance of the strategy of revitalizing the country through science and education and strengthening the country through talent. Analyzing the evolution of academic library subject ser⁃vices between the 13th and 14th Five Year Plans can help improve the level of subject services and safeguard national science and education resources.【Method/process】 We analyze the two five-year plans of seven academic libraries, compare the measures taken by each library from four dimensions of resources, services, management, and platforms, and explore characteristic plans. It summa⁃rizes the optimization of subject services, in order to enhance the systematic and complete subject services of academic libraries in China.【Result/conclusion】 This article analyzes the evolution trend and obtains inspiration for improving the effectiveness of talent teams, developing disciplinary intelligence services, strengthening evaluation system supervision, enhancing teaching auxiliary attri⁃butes, and focusing on advantages. It assists in enhancing research capabilities, promoting the improvement of disciplinary service lev⁃els, and strengthening research education guarantee capabilities.【
Innovation/limitation】 This article only analyzes resources, services,management, and platforms, and can explore the characteristics of disciplinary service planning from other special dimensions in the future.
