我国省级非物质文化遗产保护政策研究及启示——基于“工具—主体—目标”三维框架的探析

摘要: 【目的/意义】为省级政府部门的非遗政策制定、完善和实践提供一定参考,助力文化强国建设。【方法/过
程】利用内容分析与量化分析方法,基于“工具-主体-目标”三维分析框架,对遴选出的31省276份非遗保护政策文
本予以编码,开展政策颁布时间演进脉络、颁布部门的统计,以及编码结果的单一和多维交叉分析。【结果/结论】省
级非遗保护政策经历了“萌芽-成长-活跃”的发展周期,颁布主体部门协作程度较高,同时存在基本政策工具总体
分布失衡,个别工具使用过溢,“政府用力过猛,多方无力参与”的非遗保护多元主体分布格局尚未改变等问题,并
相对应提出了优化建议。【创新/局限】以政策工具为视角,针对省级非遗保护政策展开系统性研究;人工编码带有
部分主观性,可能导致一定程度的结果误差。

Abstract: 【Purpose/significance】To provide a reference for the formulation,improvement and practice of intangible cultural heritage
policies of provincial government departments,to help build a cultural power【. Method/process】Using content analysis and quantitative analysis methods,based on the "tool-subject-target" three-dimensional analysis framework,276 selected intangible cultural heritage protection policy texts from 31 provinces were coded,and the time evolution of policy promulgation and statistics of promulgation de? partments were carried out,and single and multi-dimensional cross analysis of coding results【. Result/conclusion】Provincial intangible cultural heritage protection policies have experienced a development cycle of "sprout-growth-active". "The government has exerted too much effort and many parties are unable to participate".this distribution pattern of the diverse subjects of intangible cultural heri? tage protection has not changed,and corresponding optimization suggestions have been put forward.【Innovation/limitation】From the perspective of policy tools,this is the first systematic study of provincial intangible heritage protection policies; manual coding is partly subjective and may lead to a certain degree of error in results.
