Abstract: 【Purpose/significance】The construction of System of National Security Systems (SoNSS) is a necessary requirement for implementing a holistic approach to national security and maintaining and shaping national security. In the era of data and intelli⁃ gence, the construction of SoNSS is in urgent need of data & intelligence driven. Therefore, it is of great significance to carry out re⁃ search on the data & intelligence driven the construction of SoNSS.【Method/process】This paper analyzes the motivation for SoNSS construction from three aspects: guidance of the times, endogenous promotion, and risk driving. Based on this, the article explains the connotation of data & intelligence driven SoNSS construction and constructs a model for data & intelligence driven the construction of SoNSS.【Result/conclusion】Data & intelligence driven the construction of SoNSS can be focused on six stages: the development and management of SoNSS requirements, the design of SoNSS, the integration and construction of SoNSS, the operation of SoNSS, the evalu⁃ ation of SoNSS, and the evolution of SoNSS. Data & intelligence driven the construction of SoNSS can promote the systematic integra⁃ tion of national security capability elements, the intelligent perception of national security situation, and the innovation of national se⁃ curity work mode.【Innovation/limitation】This study focuses on the macro-level research on data & intelligence driven the construc⁃ tion of SoNSS from a process perspective, which can provide beneficial references for subsequent deepening of research on SoNSS. However, specific and detailed research on the micro-level aspects of data & intelligence driven the construction of SoNSS needs to be strengthened.
