数字政府安全韧性的内涵与模型

摘要: 【目的/意义】为保障数字政府安全运行,提升数字政府安全韧性尤为关键。【方法/过程】本文以系统分析数 字政府面临的安全风险为研究起点,基于安全韧性理论,探究数字政府安全韧性的内涵并结合数字政府的系统特 征和安全风险管控的一般步骤,提出数字政府安全韧性模型。【结果/结论】研究发现,数字政府的安全风险包括数 字安全风险、功能安全风险和物理安全风险,数字政府安全韧性的生成要素由数字安全韧性、功能安全韧性和物理 安全韧性组成,数字政府安全韧性全过程包括安全态势感知、风险扰动吸收、冲击承受蠕变、安全韧性记忆和自适 应性重组。【创新/局限】本文系统归纳数字政府面临的安全风险,提出数字政府安全韧性理论和模型,为数字政府 安全风险管控提供了新思路,但缺乏数字政府安全韧性的具体应用实证。

Abstract: 【Purpose/significance】To guarantee the safe operation of digital government, it is especially crucial to improve the security and safety resilience of digital government.【Methodprocess】This paper takes the systematic analysis of the security and safety risks faced by the digital government as the starting point of the research. Based on the theory of security and safety resilience, this paper ex⁃ plores the connotation of the security and safety resilience of the digital government and combines it with the systematic characteristics of the digital government and the general steps of security and safety risk management and control, and puts forward the security and safety resilience model of the digital government.【Result/conclusion】It is found that the security and safety risk of digital government includes digital security and safety risk, functional security and safety risk, and physical security and safety risk, the generating ele⁃ ments of digital government security and safety resilience are composed of digital security and safety resilience, functional security and safety resilience, and physical security and safety resilience. The whole process of digital government security and safety resilience in⁃ cludes security and safety situational awareness, risk perturbation absorption, shock withstanding creep, security and safety resilience memory and adaptive reorganization.【Innovation/limitation】This paper systematically summarizes the security and safety risks faced by the digital government and proposes the digital government security and safety resilience theory and model, providing new ideas for the digital government security and safety risk control, but it lacks the specific application of digital government security and safety re⁃ silience empirical evidence.
