基于“主体-工具-主题”的我国信息保密政策结构研究

摘要:

【目的/意义】“十四五”规划中明确指出网络安全、信息安全与数据安全的重要性,信息保密受到党和国家
的高度重视,探究并揭示其结构特征,有助于总结政策建设经验,完善我国信息保密政策体系。【方法/过程】构建
“主体-工具-主题”三维分析框架,运用文本内容分析法和社会网络分析法,揭示我国信息保密政策的主体合作
机制、工具组配方式以及主题关联效应。【结果/结论】通过对 185 份政策文本的分析,发现我国信息保密政策在主
体、工具与主题三个维度结构特征明显且呈现稳定发展态势,针对当前主体配合协同性不足、工具运用结构性失
衡、主题方向全面性欠缺的问题,提出完善多元主体协同政策体系、推动三类政策工具优化平衡与聚焦技术标准层
面政策主题的建议。【创新/局限】探索了融合政策主体、政策工具及政策主题三个维度的信息保密政策分析策略,
但在维度交叉分析层面缺乏深度。

Abstract:

【Purpose/significance】 The "14th Five-Year Plan" clearly points out the importance of network security, information secu⁃
rity and data security, and information confidentiality is highly valued by China and the Communist Party of China. Exploring and re⁃
vealing structural characteristics of information confidentiality policy can help us to sum up the experience of policy construction and
improve the system of information confidentiality policy in China.
Method/process】 This paper constructs a "Subject-Tool-Theme"
three-dimensional analysis framework, and uses text content analysis and social network analysis to reveal the cooperation mechanism
of the subject, the arrangement of tools and the correlation effect of the theme in China's information confidentiality policy.【Result/
conclusion】 Through the analysis of 185 policy texts, it is found that China's information confidentiality policy has obvious structural
characteristics and presents a stable development trend in the three dimensions of subject, tool and theme. In view of the current prob⁃
lems of insufficient coordination of subject, structural imbalance of tool application and lack of comprehensiveness of theme direction,
suggestions were put forward to improve the multi-subject coordination policy system, promote the optimization and balance of three
types of policy tools, and focus on the policy theme at the technical standard level.【Innovation/limitation】An analysis strategy of infor⁃
mation secrecy policy that integrates three dimensions of policy subjects, policy tools, and policy themes has been explored, but it
lacks in-depth cross-dimensional analysis.
