Method/process】From the

perspectives of "governance of data" and "governance according to data", it is of great theoretical and practical value to think about the

value connotation and construction path of government data governance. First, the basic characteristics of government data and gover⁃

nance are explained in combination with the characteristics of water, and then the specific measures of "governance of numbers" and
