基于区块链的面向小农主体的农业供应链 金融信息共享模型研究

摘要:

【 目的/意义】针对农业供应链与金融机构间存在的信息不对称问题,为帮助金融机构和政府宏观调控农业 供应链生产和管理,增加小农户融资可获得性和生产力,推动小农户与农业现代化接轨。【方法/过程】提出了一种 基于区块链技术的农业供应链金融信息共享平台原型,以Hyperledger Fabric作为底层技术框架,有效连接农业供应 链、政府和金融机构,实现信息共享;并通过演化博弈方法探究区块链平台介入后对融资困境的改善作用。【结果/结论】区块链平台一方面能够推动信用信息多方认证共享,降低金融机构融资风险;一方面通过声誉激励和政府补 贴,增强各方融资积极性,进一步提升农村金融普惠性。【创新/局限】相较于传统农业供应链金融,本文通过数据及 时上链、可追溯、防篡改、交易通道隔离等机制实现信息共享和实时监管;从博弈的视角针对性地给出该平台对于 农业供应链金融创新发展的解决思路和对策,但对区块链技术在农业生产中的使用成本和硬件设施架构考虑 不足。

Abstract: 【Purpose/significance】In light of the information asymmetry between the agricultural supply chain and financial institu⁃ tions, in order to assist financial institutions and the government in macro-controlling the production and management of the agricul⁃ tural supply chain, increase the availability and productivity of small farmer financing, and encourage the incorporation of small farm⁃ ers into agricultural modernization.【Method/process】We proposed is a blockchain-based prototype of an information sharing for the agricultural supply chain finance. Hyperledger Fabric is utilized as the underlying technology foundation to effectively link the agricul⁃ tural supply chain, government agencies, and financial institutions for information exchange. And investigate the influence of block⁃ chain technology on the resolution of the finance problem by means of an evolutionary game.【 Result/conclusion】On the one hand, the blockchain platform can promote multiple part authentication and sharing of credit information, reducing the financing risk faced by fi⁃ nancial institutions; On the other hand, through reputation incentives and government subsides, it can enhance the financing enthusi⁃ asm of all parties, further enhance the inclusiveness of rural finance【. Innovation/limitation】In comparison to conventional agricultural supply chain finance, we are able to achieve information sharing and real-time monitoring using mechanisms such as chain-specific real-time data, traceability, tamper-prevention, and transaction channel isolation. In addition, we give specific solutions and counter⁃ measures for the creative growth of agricultural supply chain financing on this platform from the standpoint of game theory. However, we do not give the utilization cost and hardware infrastructure of blockchain technology in agricultural production sufficient attention.
