Abstract: 【 Purpose/significance】 From the perspective of global data opening practice, China has moved from "following" to "paral⁃ lel" and "leading", and exploring and building a theoretical system of data resource management with Chinese characteristics has be⁃ come an urgent problem to be solved.【 Method/process】This study reviews the development process of data openness with government information, government data and public data as the core in the perspective of Chinese path to modernization, and analyzes the devel⁃ opment characteristics of data openness in the perspective of Chinese-style modernization, and studies and judges the development di⁃ rection of data openness in China.【Result/conclusion】It proposes to build data value co-creation ecosystem with the goal of digital community; Improve organizational resilience, taking into account data openness and security; Grasp the opportunity of technology emergence and promote the construction ideas of three aspects of data product iterative innovation.【Innovation/limitation】This re⁃ search systematically explores the practical characteristics and development direction of data opening in China from the perspective of Chinese-style modernization, which is conducive to building a theoretical system of data resource management with Chinese character⁃ istics.
