重大突发事件信息公开质量标准体系框架构建研究

摘要: 【目的/意义】构建重大突发事件信息公开质量标准体系,旨在满足公共信息需求及提升信息公开质量。【方
法/过程】就标准缺失问题开展研究,阐述了重大突发事件信息公开质量标准研究的必要性以及体系设计原则,提
出由主体层、时间层以及标准层构建的重大突发事件信息公开质量标准的内容三维框架,在参考相关标准文件及
文献成果基础上,构建了我国重大突发事件信息公开质量标准体系框架。【结果/结论】构建了以基础通用标准、信
息提供质量标准、质量保障标准三个部分为主要内容的标准体系框架,对我国进一步制定信息公开质量标准及打
造服务型政府打造提供借鉴意义。【创新/局限】弥补了我国在重大突发事件信息公开质量上缺失标准体系的问题,
完善了标准化体系,为我国重大突发事件信息公开建设提供质量保障。未来将会对标准体系进行深入验证与实证
研究。

Abstract: 【Purpose/significance】To construct a quality standard system for information disclosure of major emergencies, in order to
meet the needs of public information and improve the quality of information disclosure.【Method/process】This paper studies the lack
of standards, expounds the necessity of the research on the quality standards of information disclosure of major emergencies and the
principles of system design, puts forward the three-dimensional framework of the content of the quality standards of information disclo? sure of major emergencies constructed by the main layer, time layer and standard layer, and constructs the quality standard system framework of information disclosure of major emergencies in China on the basis of referring to relevant standard documents and litera? ture results.【Result/conclusion】This paper constructs a standard system framework with basic general standards, information provi? sion quality standards and quality assurance standards as the main contents, which provides reference for further formulating informa? tion disclosure quality standards and building a service-oriented government in China.【Innovation/limitation】It makes up for the lack of standard system in the quality of information disclosure of major emergencies in China, improves the standardization system, and provides quality assurance for the construction of information disclosure of major emergencies in China. In the future, the standard system will be further verified and empirically studied.
