区块链赋能视角下的应急情报工作模型研究

摘要: 【目的/意义】应急情报是应急管理的关键支撑,推动应急情报工作增质提效是国家应急管理体系和能力现
代化的内在要求。当前,区块链技术为优化应急情报工作提供了新视角和新动力。因此,开展区块链赋能视角下
的应急情报工作研究意义重大。【方法/过程】首先,从理论层面出发,分析区块链与应急情报工作的契合性。在此
基础上,提出基于区块链的应急情报工作模型,并解析其内涵。最后,立足应急情报工作全生命周期,分析区块链
赋能视角下的应急情报工作模型优势。【结果/结论】研究表明,区块链的优势、特点与应急情报工作存在高度契合,
可为应急情报工作优化赋能。区块链赋能应急情报工作贯穿于应急情报工作全周期,覆盖应急情报采集、处理、加
工、组织、分析和交互6大方面,可实现应急情报高效采集、安全储存、全域共享和快速溯源。【创新/局限】在应急情
报工作模型构建中融入区块链思想,充分考虑应急情报工作对时效性、安全性、可追溯性和隐私保护的需求,但缺
少对所构理论模型的实例分析和应用检验。

Abstract: 【Purpose/significance】Emergency intelligence is the key support of emergency management, and improving the quality
and efficiency of emergency intelligence work is the internal requirement of modernization of national emergency management system
and capacity. At present, blockchain technology provides a new perspective and new impetus for optimizing emergency intelligence
work. Therefore, it is of great significance to carry out the research on emergency intelligence work from the perspective of enabling
blockchain.【Method/process】Firstly, this paper analyses the agreement between blockchain and emergency intelligence work from
the theoretical level. On this basis, this paper proposes a block chain based emergency intelligence model and analyses its connotation.Finally, based on the whole life cycle of emergency intelligence work, this paper analyses the advantage of the emergency intelligence model from the perspective of blockchain empowerment.【Result/conclusion】The study shows that the advantages and characteristics of blockchain are highly compatible with emergency intelligence work, which can empower the optimization of emergency intelligence work. Blockchain enabling emergency intelligence work runs through the whole cycle of emergency intelligence work, covering six as? pects of emergency intelligence collection, processing, processing, organization, analysis and interaction, which can realize efficient collection, safe storage, all-domain sharing and fast traceability of emergency intelligence.【Innovation/limitation】This paper inte? grates the idea of blockchain into the model construction of emergency intelligence work, fully considering the needs of emergency in? telligence work for timeliness, security, traceability and privacy protection, but lacks the case analysis and application test of the theo? retical model constructed.
