支撑高水平科技自立自强的情报人才体系与新情报人才培养

摘要: 【目的/意义】高水平科技自立自强在国家发展全局中占核心地位。为推动情报助力高水平科技自立自强,
有必要对面向高水平科技自立自强的情报人才体系和新情报人才培养进行分析。【方法/过程】从高水平科技自立
自强的国家战略视角出发,分析支撑前沿尖端科技自立自强的前沿情报人才、支撑关键核心技术自立自强的技术
竞争情报人才、支撑基础科技自立自强的基础情报人才和支撑下一个百年科技自立自强的战略情报人才的定义、
素养与未来培养方向。【结果/结论】界定四类新情报人才,指出前沿情报人才应有高科技专业背景、前沿创新思维、
前沿科技识别能力和前沿情报获取能力;技术竞争情报人才应有国家利益与安全责任意识、竞争情报跨界协同能
力、关键核心技术与“卡脖子”技术识别能力、技术竞争态势评估能力;基础情报人才应有基础科学普及能力、全学
科的基础研究服务能力、基础研究评价能力;战略情报人才应有宽广的国际视野、前瞻性研判能力、协同决策主体
的视角,并提出培养路径。【创新/局限】构建了支撑高水平科技自立自强情报人才FTBS体系,从发展策略上有助于
情报学教育创新发展。针对新情报人才培养的对策在教育实践上尚有较大的应用与拓展空间。

Abstract: 【Purpose/significance】High-level scientific and technological self-sufficiency and self-improvement occupy a central posi?
tion in the overall national development. In order to promote intelligence to help high-level science and technology self-reliance and
self-improvement, it is necessary to analyze the system and training of new intelligence talents support for high-level science and tech? nology self-reliance and self-improvement.【Method/process】From the perspective of the national strategy of high-level science and technology self-reliance, we analyze the definition, quality and future training direction of frontier intelligence talents that support the self-reliance of cutting-edge science and technology, technical competitive intelligence talents that support the self-reliance of key
core technologies, basic intelligence talents that support the self-reliance of basic science and technology, and strategic intelligence
talents that support the self-reliance of science and technology in the next century.【Result/conclusion】Four types of new intelligence
talents are defined, and it is pointed out that frontier intelligence talents should have high-tech professional background, frontier inno?
vative thinking, frontier technology identification ability and frontier intelligence acquisition ability; technical competitive intelligence
talents should have national interest and security responsibility awareness, competitive intelligence cross-border coordination ability,
key core technology and "neck" technology identification technical competitive intelligence talents should have a sense of national in?
terest and security responsibility, cross-border collaborative ability of competitive intelligence, identification of key core technologies
and "neck" technologies, and ability to assess technical competitive situation; basic intelligence talents should have the ability to popu?
larize basic science, the ability to provide basic research services in all disciplines, and the ability to evaluate basic research; strategic
intelligence talents should have a broad international vision, forward-looking research and judgment ability, and the perspective of col?
laborative decision-making subjects, and put forward talent training path.【Innovation/limitation】The intelligence talents FTBS sys?
tem supporting high-level scientific and technological self-sufficiency and self-improvement has been helpful to the innovation and
development of information science education from the perspective of development strategy. The countermeasures for the training of
new intelligence talents still have great application and expansion space in educational practice.
