基于四维分析视角的我国科技人才评价政策文本计量与优化

摘要: 【目的/意义】科技人才评价是我国科技评价的重要内容之一。对科技人才评价政策文本进行分析有助于
未来科技人才评价政策的制定和相关工作的开展。【方法/过程】以政策文本计量为视角,构建政策工具、政策要素、
政策目标、政策效力四维分析视角,借助 NVivo11 Plus软件,对我国 1978-2020年间 115份科技人才评价政策文本
先进行历时分析和出台部门分析,然后重点围绕四维分析视角进行单维度分析、以政策工具为基点的交叉分析。
【结果/结论】科技人才评价政策文本总体上存在政策工具内部要素不齐全,政策工具可操作性有待加强;目标设置
与工具选择部分错配,目标导向需更明确;部门合作相对欠缺,政策工具结构失衡等不足。未来科技人才评价政策
文本的优化,可从要素-工具、目标-工具、效力-工具三个匹配维度,完善政策要素比例,增强政策的可操作性和指
导性;纠正目标与工具的错配,完善政策工具的配套;加强部门之间的联动,优化政策工具结构。【创新/局限】从多
维度视角对科技人才评价政策进行分析并提出优化建议。后续可从政策协同角度对科技人才评价政策进行深入
研究。

Abstract: 【Purpose/significance】The evaluation of science and technology talents is one of the important contents of science and tech‐
nology evaluation.The analysis of the policy text of science and technology talents evaluation is helpful to the formulation of science
and technology talents evaluation policy and the development of related work in the future【. Method/process】From the perspective of policy text measurement,this paper constructs four dimensional analysis angels of policy instruments.policy elements,policy objectives and policy effectiveness.With the help of NVIVO11 Plus software,this paper conducts diachronic analysis and department analysis on 115 policy texts of science and technology talents evaluation in China from 1978 to 2020.Then it focuses on the four-dimensional anal‐ysis angles to carry out a one-dimensional analysis and cross-analysis based on policy tools.【Result/conclusion】There are several problems of science and technology talents evaluation policy:the internal elements of the policy instruments are not complete,and the operability of the policy instruments needs to be strengthened; there is a mismatch between goal setting and instruments selection.and the goal orientation needs to be more clear; departmental cooperation is relatively deficient,and the structure of policy instruments is unbalanced.Based on the matching dimensions of element-instrument,target-instrument and effective-instrument,the policy text of science and technology talents evaluation can be optimized:the proportion of policy elements should be improved to enhance the opera‐bility and guidance of the policy; correct the mismatch between goals and instruments and improve the matching of policy instruments;strengthen the linkage between departments and optimize the structure of policy instruments【. Innovation/limitation】This paper analyz‐es the science and technology talents evaluation policy from multi-dimensional perspective and puts forward some suggestions for opti‐mization.Further research on the science and technology talents evaluation policy can be carried out from the perspective of policy syn‐ergy。
