基于公众感知的政府数据开放平台信息服务质量评价体系研究

摘要: 【目的/意义】本文基于公众感知视角,研究政府数据开放平台的信息服务质量评价体系,有助于发展完善
信息服务质量相关理论,为提升用户满意度提供参考。【过程
/方法】对信息服务质量评价模型进行归纳总结,以较
为成熟的
LibQual+TMWebQUALE-SERVQUAL 等信息服务质量评价模型作为基础,对高校专家学者及政府部
门相关人员进行访谈,提出了含有
7个维度 29项指标的政府数据开放平台信息服务质量评价体系模型,应用层次
分析法计算模型指标的权重。【结果
/结论】政府数据开放平台的信息服务质量评价体系分为感知数据质量、数据易
用性、数据安全性、互动反馈、工具利用、用户体验、公众信任维度,其中感知数据质量、数据易用性维度较为重要;
较为重要的二级指标有公众信任、数据易用性等。将评价体系应用于上海、深圳、贵阳三地政府数据开放平台的评
价。【创新
/局限】本研究丰富了政府数据开放运动中平台信息服务质量的相关研究,拓展了信息服务质量评价理论
的应用范围。应注重进一步应用于各种数据开放平台的评估。

Abstract: Purpose/significanceThis research studies the perceived information service quality evaluation system of the government open data platform,which contributes to theories of service quality evaluation and provides reference for improving user satisfaction of the platform. Method/processBased on synthesis of the models of LibQual+TM,WebQUAL,E-SERVQUAL,and the interview results,it proposed a perceived information service quality evaluation system of government open data platform.The system consists of 7 dimen⁃sions and 29 indicators.It applied AHP to get the weights of the indicators. Result/conclusionThe dimensions of the evaluation in⁃clude public perceived quality,data usability,data security,interactivity and feedback,tool utilization,user experience and public credit.
Perceived data quality and data usability dimensions are more important,and the more important secondary indicators are public credit and data usability.It applied this system to evaluate the open data platforms of Shanghai,Shenzhen and Guiyang government
. Innova⁃tion/limitationThis study fills the gaps in the research on information service quality of government open data platform and extends the application scope of information service quality evaluation theory.Further applications of the system are needed.
