科技报告全周期服务著作权风险研究 ——以国家科技报告服务系统(NSTRS)为例

摘要: 【目的/意义】解决科技报告全周期服务工作中的著作权风险,有助于推动科技报告进一步开发利用,加速
国家科技报告制度的建设进展。【方法/过程】以NSTRS系统为例,将科技报告全周期服务划分为收集加工、开放共
享、出版发行以及增值服务四个阶段,结合法律法规、工作实践以及文献梳理详细归纳各服务流程中的著作权风
险。【结果/结论】从建立全周期审核机制、授权许可制度、多渠道授权以及立法保护四项维度针对各服务流程提出
优化对策,以消除风险,推动科技报告服务工作有序推进。【创新/局限】在科技报告全周期服务流程的概念基础上,
结合大量工作实践调研归纳全面总结出每一周期内的风险,但解决方案的效果还有待实践中检验。

Abstract: 【Purpose/significance】Solving the copyright risk in the whole cycle service of science and technology report,which is helpful
to promote the further development and utilization of science and technology report,and accelerates the construction progress of nation-al science and technology report system【. Method/process】Take NSTRS as an example,the whole cycle service of scientific and techno-logical report is divided into the stages of collection and processing,open sharing,publishing and value added services.Combined with laws and regulations,work practice and literature review,the copyright risk in each service process is summarized in detail【. Result/con-clusion】The paper puts forward optimization suggestions for each service process,from the view of the establishment of a full cycle au-dit mechanism,licensing system,multi-channel authorization and legislative protection,which intends to eliminate risks and promote the service of scientific and technological report in an orderly way【. Innovation/limitation】Based on the concept of the whole cycle ser-vice process of science and technology report,combined with a large number of work practice investigation,the risks in each cycle are summarized comprehensively,however,the effect of the solution needs to be tested in practice.
