Abstract: 【Purpose/significance】Analyzing the existing government data security sharing policy text is conducive to promoting the op⁃timization of the policy system.thereby providing a complete policy guarantee for the smooth advancement of the government data secu⁃rity sharing work.【Method/process】This paper constructs a three-dimensional analysis framework for the security sharing policy of government data from the three dimensions of life cycle.security assurance elements and policy objects.Based on this framework.with the help of NVivo11Plus tool.the content analysis of 54 national government data security sharing policy texts is carried out【. Result/conclusion】My country's current government data security sharing policy still has problems such as unbalanced attention to security at all stages of the government data sharing life cycle.uneven use of security elements.and uneven participation of policy objects.There⁃
fore.when formulating policies in the future.we should pay attention to the security status of government data in the entire life cycle of its sharing.face up to the importance of various security elements.restrict the behavior of all policy objects.and emphasize that different policy objects should be based on their own features and characteristics of each stage of the data sharing life cycle are targeted to adopt different security elements【. Innovation/limitation】From the perspective of three-dimensional analysis framework, this paper interprets the government data security sharing policy text at the national level, which provides a new perspective for the optimization of the poli⁃cy system.The future research needs to broaden the data sources and analyze the local government data security sharing policy.
