政府开放数据公众持续使用行为影响因素的异质性分析

摘要: 【目的/意义】以情境理论为视角,探究不同因素对政府开放数据公众持续使用行为的异质性作用机理,有 助于提升政府开放数据利用效益、实现数据价值、赋能社会经济和公众生活。【目的/意义】构建政府开放数据公众 持续使用行为影响因素的整合性分析框架,对比检验不区分情境和高任务需求情境、低任务需求情境下,用户、任 务、系统、环境等要素对政府开放数据公众初始接受行为和持续使用行为的作用强度和方向的差异性。【结果/结 论】在不区分情境和区分情境下,用户、任务、系统、环境和初始接受行为是导致公众持续使用政府数据的主要因 素;在高任务需求向低任务需求转变的情境下,任务因素对初始接受行为的作用强度和显著性均减小,公众持续使 用行为的被解释程度亦降低,还存在其他需要探测的影响因素。【创新/局限】构建政府开放数据公众持续使用行为 的整合性影响因素框架,并基于不同情景进行了异质性分析,低任务需求情境下需要进一步探测其他影响因素。

Abstract: 【Purpose/significance】From the perspective of situation theory, this paper explores the heterogeneous mechanism of differ⁃ ent factors on the public sustainable use behavior of government open data, which is conducive to improving the utilization efficiency of government open data, realizing data value, enabling social economy and public life.【Method/process】This paper constructs an in⁃ tegrated influencing factors framework of the public sustainable use behavior on government open data, and tests the intensity and di⁃ rection of the effects of user factors, task factors, system factors, environmental factors and other factors on the public initial accep⁃ tance behavior and sustainable use behavior under the situation of indistinguishable situation, high task demand situation and low task demand situation.【Result/conclusion】User factor, task factor, system factor, environment factor and initial acceptance behavior factor are the main driving factors of the public sustainable use behavior on government open data in the situation of no distinction and dis⁃ tinction. In the process of changing from high task demand to low task demand, the effect intensity and significance of task factors on the initial acceptance behavior are reduced, and the degree of interpretation of the public continuous use behavior is also reduced. In this scenario, there are other influencing factors that need to be detected.【Innovation/limitation】This paper constructs an integrated influencing factors framework of public continuous use behavior for government open data, and analyzes the heterogeneity based on dif⁃ ferent scenarios. It is necessary to further explore other influencing factors in the context of low task demand.
