Along with the process of social informationization and the evolution of electronic records management, the incompatibility of records management in paper and electronic dual-systems of China has become increasingly apparent. Some policies and local practices have begun to pilot the single-track management only in eletronic systems, but there are still many limitations in cognition, policy, and action.The implementation of the single-track mode is the guarantee for the goal of electronic records management, the effectiveness of informationization and the cost reduction. The transfer from the traditional management platform to the digital platform requires three fulcrums: law, policy and management. China urgently needs to formulate a macro-policy and strategic framework, comprehensively deploy electronic records management systems and long-term preservation systems, cultivate theories, technologies, methods and professionals, and most importantly, realize the transformation of perception.
