Archives utilization of cultural leisure has transformed from academic discussion to practical exploration. Practice in the embryonic stage cries for top-level design and layout on the macroscopic standpoint and strategic view. On the basis of theoretical analysis and practical research, in this paper, firstly, the overall planning method is used for WBS(work breakdown structure) of archives cultural leisure. Thoughts on the reform of archives management business system are proposed. Then, from the three aspects of subject compatibility, object optimization and environmental adaptation, the overall arrangement of archives utilization and service in cultural leisure is carried out.
