Abstract: With the development of internationalization of scientific and technological innovation, the growing number of overseas scientific research institutions, and the innovation of management mode, the archives management of overseas scientific research institutions is faced with many new problems and challenges, such as the legal restrictions of their country, the multi responsible subjects for archives management, the complexity ownership and direction of archives. Taking archives management of overseas institutions of Chinese Academy of Sciences as an example, this paper deeply combines the characteristics of overseas institutions of scientific research and archives resources, and puts forward some management countermeasures, such as the responsibility system and control requirements of archives management, the way of centralized and unified management of archives resources, and the construction of important archives resources system. It provides constructive suggestions for the archives management of overseas scientific research institutions in the new situation.
