摘要:

十三个五年规划为我国的发展树立了行动纲领,也为档案事业指明了前进方向。其历届文本中与档案事业相关的部分具有内容丰富化、档案价值凸显化和体系完善化的特点,在其影响下,档案管理体制逐步建立,档案公共服务能力逐渐提升。在“十三五”建设时期,新时代的档案事业应当从档案服务能力、档案法律法规、信息网络技术和档案标准体系等角度为突破口予以改革发展。

Abstract：

The 13 five-year plans has provided the guidelines for the development of our country, and also showed the way for the archival undertaking. In the former files,the part related to archival undertaking have the characteristics of content-rich, value prominence,system improvement.Under this background, the system of archival management is gradually established, and the public service capability of archive is gradually improving. During the“13th Five-Year”period, the archival undertaking should be reformed from four aspects including archives service ability, archives laws and regulations, archives information network technology and archival standards system.
