国外科研机构开放科学数据与个人数据保护的政策协同研究—— 基于爱丁堡大学《数据保护政策》的案例分析

摘要: 

伴随近年来以欧盟《通用数据保护条例》（GDPR）为代表的多个国家和地区个人数据保护法的相继出台,势必要求现行科学数据开放政策依据新出台的个人数据保护法作出相应的调整与完善。本文选取英国爱丁堡大学发布的《数据保护政策》进行典型案例分析,探讨国外科研机构开放科学数据与个人数据保护的政策协同实践,归纳其为遵守现行个人数据保护法而采取的政策调整及措施,为我国科研机构依据新出台的个人数据保护相关法律法规,针对本机构的科学数据开放政策进行调整与完善提出政策建议。
Abstract：

With the introduction of the personal data protection laws in many countries and regions represented by the General Data Protection Regulation (GDPR) in recent years, the current open scientific data policies should be adjusted and improved according to the newly introduced personal data protection laws. This paper selected the Data Protection Policy of the University of Edinburgh to conduct a typical case study, explored the policy synergy practices of open research data and personal data protection for foreign research institutions, summarized the policy adjustments and measures they had taken to comply with the existing personal data protection laws, and made policy suggestions for domestic research institutions to adjust and improve their open scientific data policies according to the newly introduced laws and regulations on personal data protection.
