The supporting effect of records utilization and service towards government governance and public governance is conducive to enriching the connotation of archival governance as well as promoting its development. Basing on a literature review related to archival governance, this paper analyses the current situation of the governance effectiveness of archives under the environment of Internet government service platform. It is found that the supporting effect has not been fully embodied due to the deficiency in archiving management of business documents and the limitation in practical understanding of the concept of records. Aiming at this issue, this paper further studies the mechanism of records’supporting effect in Internet government service platform, and holds that it mainly supports governance by promoting records utilization to be equal and synergic for records subjects. Therefore, the paper puts forward governance-oriented strategies on government service records management, that is, establishing a distributed mode of records management and utilization based on the concept of archivization, partly replacing the management procedures of traditional records borrowing and utilization with technical and standardized methods, and promoting the equality and synergy in records utilization service, so as to improve archival governance while effectively supporting government governance and public governance.
