Abstract: 【Purpose/significance】This study aims to explore the patterns of decision-making regarding online user privacy protection behavior to understand the influence of information framing on the changes in individual online privacy protection behaviors across dif⁃ ferent behavioral phases. This research provides a theoretical basis for the development of targeted intervention strategies for online privacy protection.【Method/process】A conceptual model was developed to identify forms of online privacy protection behavior, using the Transtheoretical Model (TTM) as a foundation and integrating information framing and Protection Motivation Theory (PMT). Data were collected through questionnaires in a cross-sectional experiment and analyzed using relevant statistical methods to examine the factors influencing decision-making at various stages of online privacy protection behavior and their effects.【Result/conclusion】① Significant differences exist across the six decision balance dimensions among users at different behavior change stages. As the behav⁃ ior stages progress, users show a gradual increase in scores on positive dimensions such as privacy concern, perceived risk, selfefficacy, and response efficacy, while scores on negative dimensions like perceived benefits and response costs gradually decrease. ② In the initial stages of online privacy protection behavior (pre-intention phase and intention phase), negative framing information con⁃ tributes more to users in enhancing privacy concern and perceived risk, thus promoting decision-making regarding behavior change. In the preparation phase, positive framing information assists users in enhancing self-efficacy and response efficacy while reducing re⁃ sponse costs, thereby enhancing the willingness of users to take action. In the action phase, positive framing information contributes to enhancing self-efficacy and encourages users to maintain their current stage of behavior. In the maintenance phase, both positive and negative framing information have effects; positive framing information helps users enhance response efficacy, while negative framing information aids in reducing perceived benefits, preventing users from regressing to earlier behavioral stage.【Innovation/limitation】 Consider the implementation of user network privacy protection behavior as a complex dynamic decision-making process, focusing on the differences in user behavior stages. Future research can consider expanding the sample size and combining qualitative analysis to further analyze the impact of different framework information on the transformation of user network privacy protection behavior at dif⁃ ferent stages of behavior.
