Abstract: 【Purpose/significance】Archives policies are the institutional foundation and effectiveness guarantee for the effective imple⁃ mentation of various archives work. Systematic quantitative analysis of archives policies from the perspective of policy tools, can pro⁃ vide important reference for revealing the use of archives policy tools in China and improving archives governance.【Method/process】 This article takes 1109 archives related policies since the founding of the People's Republic of China as examples, based on the policy tool classification system proposed by Rothwell and Zegveld, uses the policy tool automatic classification model to automatically code and identify 14483 policy tools, and analyses the usage of various policy tools.【Result/conclusion】We found that the policy tools used in China's archives policies are very centralized and relatively monotonous in type. Environmental policy tools are used the most frequent, while demand and supply policy tools are significantly insufficient. China's archives policies require not only regulatory and guiding policies such as "regulatory control" and "goal planning", but also basic support measures such as "capital investment" and "technological support", as well as "government procurement" and "encouragement and guidance" and other driving measures. It is necessary to grasp the direction while comprehensively using the brakes and accelerator, to further enrich the types of archives policy tools. We should deepen the supply-side reform and demand-side reform of archives, and optimize the structure of policy tool types. 【Innovation/limitation】This study, based on large-scale automatic annotation of policy tools, provides a comprehensive analysis of the utilization of archival policy tools in China and offers a systematic evaluation of the archival regulatory and policy framework.
