Abstract:

【Purpose/significance】Establishing a mechanism for balancing interests in technology report sharing applications, while

protecting the intellectual property rights of technology report owners, and maximizing the development of shared application services.

【Method/process】This paper raises the issue of limited application of scientific and technological report sharing in China, analyzes the

specific reasons for the limitation of sharing applications, and puts forward an intellectual property rights balance strategy accordingly.

【Result/conclusion】Based on the dual nature of scientific and technical reports as both public and private goods, rules for the intellec⁃

tual property rights of such reports were established. Through reasonable use, legal license, authorized copyright use mode, to balance

the relationship between science and technology report rights holders and public interests in science and technology report data min⁃

ing；By formulating regulations for the management of scientific and technological reports, a clear intellectual property management

system for scientific and technological reports with clear ownership and rights and responsibilities will be established, achieving a bal⁃

ance between intellectual property rights and sharing of applied services in scientific and technological reports on the basis of coexis⁃

tence and compatibility.【Innovation/limitation】The research does not take intellectual property protection as a single path, but puts

forward the intellectual property management strategy in the application of scientific and technological report sharing under the overall

framework of the balance of public and private interests. Due to the lack of such researches and the limited references, the practicabil⁃

ity of the strategy needs to be further verified.
