Abstract: 【Purpose/significance】The major member states of the European Union have achieved significant results in cultural digiti⁃ zation construction. Studying the construction and progress of their cultural digitization work can provide reference for China to further promote the construction of a cultural and digital power through the development of cultural digitization.【Method/process】By analyz⁃ ing the official cultural digitization strategy documents and related research reports, case studies, and other texts released by the Euro⁃ pean Union, this paper elucidates the macro policy background and specific implementation path of the EU's cultural digitization strat⁃ egy.【Result/conclusion】Firstly, the EU has incorporated the development of cultural digitization into its digital strategic development framework, with accessibility, inclusive growth, innovativeness, and diversity as the core development concepts. It promotes the cul⁃ tural digitization strategy through key information infrastructure construction, industrial ecosystem development, cultural heritage pro⁃ tection and utilization, digital governance, and intelligence service functions. Secondly, in terms of the guarantee system for the devel⁃ opment of cultural digitization strategy, the EU attaches great importance to the construction of cultural value chain, and promotes its cultural digitization development from the aspects of information infrastructure construction, cultural digitization operation mechanism, relevant governance mechanism, and international cooperation. Thirdly, the research provides important inspiration to China's imple⁃ mentation of the Party's cultural and digital power development strategies. Suggestions have been put forward from six aspects: improv⁃ ing the policy system, constructing supporting projects, exploring local cultural resources, cross disciplinary and cross institutional co⁃ operation, enhancing people's digital literacy and talent cultivation, and expanding the international scope of "digital culture+"【. Inno⁃ vation/limitation】In terms of meeting the needs of China-EU cultural exchanges and countering the "digital cultural offensive" from the United States, the EU's policies and practical experience related to cultural digitization hold significant reference value for China.
