Abstract: 【Purpose/significance】The current problems of a large number of think tanks, a lack of intelligence, and a shortage of topnotch and excellent ones in the construction of new-type university think tanks make it particularly necessary to improve relevant poli⁃ cies. Conducting policy research on new-type university think tanks has reference significance for optimizing policy design【. Method/ process】Taking 173 policy texts of new-type university think tanks released by the government and universities as the research object, using text analysis method, the analysis is carried out from the dimensions of policy tools, think tank functions, social system theory, and external structure【. Result/conclusion】The study found that the proportion of policy tools used is not coordinated, with both excess and deficiency coexisting, and the matching with the functions of think tanks is unbalanced; Insufficient participation of multiple stake⁃ holders and weak empowerment of information technology; Lack of collaboration in departmental publications, biased policy design, and overall low effectiveness. Based on this, optimization suggestions were proposed.【Innovation/limitation】This paper explores a new-type university think tanks policy analysis model which integrates policy tools, think tank functions, social system theory and ex⁃ ternal structures. In the future, policy research can be deepened in areas such as rule of law construction, information technology em⁃ powerment, and policy coordination.
