区块链赋能下政府购买公共服务信息共享机制研究

摘要:

【目的/意义】政府与社会组织之间的信息不对称是阻碍政府购买公共服务发展的关键因素,本文旨在解决
社会组织隐匿自身能力水平问题,实现政府与社会组织之间的信息共享。【方法/过程】首先,基于委托代理理论构
建了政府购买公共服务的信息甄别模型;其次,考虑到区块链技术与政府购买公共服务信息共享之间的耦合性,提
出“区块链+政府购买公共服务”信息共享机制;最后,在信息甄别模型的基础上,构建“区块链+政府购买公共服务”
信息共享模型,探索区块链技术赋能下政府购买公共服务信息共享机制的内在机理。【结果/结论】“区块链+政府购
买公共服务”信息共享机制不仅能实现政府与社会组织之间的双边信息共享,还能提高政府收益,有效解决信息不
对称带来的收益损失问题。【创新/局限】将区块链技术与政府购买公共服务相结合,所构建的“区块链+政府购买公
共服务”信息共享机制将助力政府成为“精明买主”,实现政府对服务承接方的精准筛选。

Abstract:

【Purpose/significance】 The information asymmetry between governments and social organizations is the key factor that hin⁃
ders the development of government purchase of public services. This paper aims to solve the problems of social organizations hiding
their real ability and realize the information sharing between governments and social organizations.【Method/process】 First, an infor⁃
mation screening model of government purchase of public services under the principal-agent framework is constructed. Second, con⁃
sidering the coupling between blockchain technology and information sharing of government purchase of public service, this paper pro⁃
poses an information sharing mechanism of "blockchain + government purchase of public service". Finally, based on the information
screening model, the information sharing model of "blockchain + government purchase of public service" is constructed to explore its
internal mechanism.【Result/conclusion】 The information sharing mechanism of "blockchain + government purchase of public ser⁃
vice" can not only realize the bilateral information sharing between governments and social organizations, but also improve the govern⁃
ments' revenue and effectively reduce the loss of revenue caused by information asymmetry.【Innovation/limitation】 The information
sharing mechanism of "blockchain+ government purchase of public services" helps government to become a "smart buyer" and en⁃
ables governments to accurately screen service providers.
