Abstract: 【Purpose/significance】In the context of the changing international political and economic environment and the global inno⁃ vation pattern, expanding global scientific and technological innovation partners and establishing a broader and closer global scientific and technological innovation cooperation network have become urgent problems to be solved【. Method/process】Based on WOS papers, this paper constructs a keyword co-occurrence matrix to select second-order co-occurrence keyword pairs as potential topic pairs for international scientific and technological cooperation. Then by defining the international cooperation potential index of topic pairs and the international scientific and technological cooperation path intensity index, we find the international cooperation potential of subject pairs and effective subject cooperation paths.【Result/conclusion】Taking Chinese and Russian WOS papers in the field of artificial in⁃ telligence as an example, the effectiveness of the method proposed in this paper is verified through the identification and analysis of po⁃ tential international scientific and technological cooperation topics in this field【. Innovation/limitation】This paper proposes a method to identify potential topics of international scientific and technological cooperation, and uses WOS papers of China and Russia for em⁃ pirical research. Yet this paper does not consider the differences of research output scale between different countries, and does not ana⁃ lyze the semantic of keywords, which needs to be further discussed in future research.
