广度+深度:健康信息服务供给的优化路径 ——基于国内外公共图书馆的多案例分析

摘要: 【目的/意义】实现健康信息服务供给的优化,是公共图书馆作为重要公共服务设施践行“健康中国”战略的 重要关切。【方法/过程】文本从服务主体的整合化和服务内容的精准化两个维度出发,构建起基础理论框架,并在 此基础上开展基于国内外代表性公共图书馆的多案例分析,提出了初始型、泛化型、专业型和理想型四种服务样 态,并基于优化侧重点,提出了三条供给优化路径,即“初始型—泛化型”的广度路径,“初始型—专业型”的深度路 径,以及“初始型—理想型”的广度+深度路径。【结果/结论】健康信息服务供给优化的关键在于整合服务主体、细化 服务内容和转移服务成本,公共图书馆有必要积极从广度和深度两方面发力,在兼顾成本控制的同时,实现健康信 息服务供给的充分优化。【创新/局限】采用多案例分析方法,为优化公共图书馆健康信息服务供给提供了新的理论 支撑与实证依据,但仍存在缺乏量化数据对比、成本分析较为粗糙等局限,有待进一步突破。

Abstract: 【Purpose/significance】Realizing optimization of health information service supply is an important concern for public librar⁃ ies, as important public service facilities, to fully implement the "Healthy China" Strategy.【Method/process】The text starts from the integration of the service subject and the precision of the service content, Construct a basic theoretical framework. On this basis, we carry out multi-case studies based on representative public libraries at home and abroad. This paper puts forward four types of public library health information service: initial type, generalization type, specialty type and ideal type, and based on the main emphasis of op⁃ timization, puts forward three supply optimization paths, namely, the breadth path of "initial type-generalization type", the depth path of "initial type-specialty type" and the breadth-depth path of "initial type-ideal type".【Result/conclusion】It is concluded that the key to the optimization of health information service supply lies in the integration of service subjects, the refinement of service con⁃ tents and the transfer of service costs. It is necessary for public libraries to make active efforts from both breadth and depth, while tak⁃ ing into account cost control, to fully optimize the supply of health information services.【Innovation/limitation】The multi-case analy⁃ sis method provides a new theoretical support and empirical basis for optimizing the supply of health information services in public li⁃ braries. However, there are still some limitations such as lack of quantitative data comparison and rough cost analysis, which need to be further optimized.
