Abstract: 【Purpose/significance】The emergency news has continuity feature. However, the existing semantic model cannot express
this feature well. By constructing semantic model for emergency news, deep semantic description and utilization of these continuous in⁃
formation can be realized.【Method/process】According to the thinking of modeling from the surface to the inside, the semantic model
for emergency news was divided into two parts: metadata and contentsemantic. The latter part takes the event as the starting point and
the continuous situation and action as the core.【Result/conclusion】Through the semantic annotation and application experiments, the
availability of the model was verified, and the semantic annotation problem of continuity information of emergency news was solved.
【Innovation/limitation】The emergency news ontology model proposed in this paper can better solve the problem of semantic annotation
of continuity information of emergency news.
