In an attempt to point out the structural defects of the archives resources collected by all-level national comprehensive archives and the deficiencies of file-collecting methods proposed by some authorities, this paper aims to focus on the creative research and discussion of the framework of file-collecting methods so as to find better file-collecting methods in hope that, finally a set of more scientific, complete and effective file-collecting methods could be established and practiced by the national comprehensive archives.
