Research on the Construction of Anti-epidemic Records Database Based on Collective Intelligence

Abstract: From SARS epidemic in 2003 to the novel coronavirus disease in 2020, the importance and urgency of the integrated management and utilization of anti-epidemic records for early warning and control of epidemic are becoming increasingly important. Anti-epidemic records come from scattered sources and are diverse as well as heterogeneous, therefore, enabling collective intelligence to participate in constructing anti-epidemic records database is the road to construction and management of anti-epidemic records. With Malone's collective intelligence genome framework, the author builds the general construction framework of anti-epidemic records database on the basis of top-level design, which analyse and propose the methods to construct it by using collective intelligence from four dimensions: the construction goal, the construction subject, the construction plan and the dynamic mechanism.
