Abstract: This article aims to study the connotation, significance, practice exploration and reflection of enterprise archives as a resourcedevelopment under its cultural attribute. Taking China Railway Shenyang Bureau Group Co.LTD. as an example to study the role of enterprise culture in the transformation period of the reform of a traditional state-owned enterprise. Thinking about the position of enterprise archives, the responsibility of archivists, and the significance of developing the cultural value of archives information resources to the development of enterprises.
