短视频平台突发公共事件的网络舆情特征与应急舆情治理 ——以2021年河南特大暴雨事件为例

摘要: 【目的/意义】探寻突发公共事件中短视频平台的舆情表现特征及传播规律,为理解新媒体环境下的舆情演 变机制、加强政府舆情应对能力与优化舆情管理策略提供参考。【方法/过程】以2021年河南特大暴雨事件为例,从 Bilibili视频平台搜集视频评论,依托情感词典构建情感分析模型,运用主题聚类分析、情感极性分析以及时序演化 分析等多种方法,对公众舆论的特征进行深入剖析。【结果/结论】评论主题集中在救援行动、灾情描述、互助信息与 情感表达四个方面,评论情感以正面情绪为主,其演变路径历经了“情绪宣泄-情感交织-理性思考-积极回归”四 个阶段。【创新/局限】在突发公共事件情境下,从情感动力学、社会认同、社会资本等多个角度阐述了公众心理机制 和社会反应模式。

Abstract: 【Purpose/significance】This thesis investigates the communication rules and patterns of public opinion in public emergen⁃ cies on short video platforms. Its purpose is to give insights about public opinion evolution in new media environments and improve government response strategies.【Method/process】We collect comments from BiliBili platform as a case study to using 2021 Henan ex⁃ treme rainfall disaster. Then built sentiment analysis model using sentiment dictionaries and applied the methods such as topic cluster⁃ ing, sentiment polarity analysis and temporal evolution analysis.【Result/conclusion】Comment topics focused on four areas: Disaster descriptions, mutual aid information, emotional expression, and rescue operations. They were mostly positive comments. The evolution followed four stages: Emotional catharsis - Mixed emotions - Rational thinking - Positive restoration.【Innovation/limitation】With the context of public emergencies, we discussed public psychological mechanisms and social response patterns from multi-angle perspec⁃ tives of emotional dynamics, social identity and social capital.
