系统三基元视角下农民数字素养培育策略研究

摘要: 【目的/意义】数字乡村建设是数字时代推进乡村全面振兴的必然要求,而农民数字素养是数字乡村建设的 基石,只有加快培育适应数字乡村建设需求的农民数字素养,才能以高质量发展推进乡村全面振兴。【方法/过程】 基于“物质、能量和信息”系统三基元构建了培育农民数字素养分析框架,并总结了培育农民数字素养面临物质基 础“支撑”不完备、能量资源“驱动”不充足、信息要素“追踪”不到位的系统困境。【结果/结论】“物质、能量和信息”是 培育农民数字素养的系统三基元,基于此提出要在物质层上,推进信息技术建设,以强化培育系统的运行基础;在 能量层上,加大资源供给力度,以保证培育系统的运行动力;在信息层上,优化评价反馈机制,以提高培育系统的运 行效率。【创新/局限】本文基于系统三基元构建了农民数字素养的培育路径,为提升农民数字素养提供新视角。

Abstract: 【Purpose/significance】Digital village construction is an inevitable requirement to promote the comprehensive revitalization of the countryside in the digital era, while farmers' digital literacy is the cornerstone of digital village construction, and only by accel‑ erating the cultivation of farmers’digital literacy adapted to the needs of digital village construction can we promote the comprehen‑ sive revitalization of the countryside with high-quality development【. Method/ process】Based on the "material, energy and information " three basic fundamentals of system, we have constructed an analytical framework for fostering farmers' digital literacy, and summa‑ rized the systematic dilemma of incomplete material basis "support", insufficient energy resources "drive" and inadequate information element "tracking".【Result/conclusion】"Material, energy and information " are the three basic fundamentals of system cultivating farmers' digital literacy, based on which it is proposed to promote the construction of information technology in the material basic layer, strengthen the operational foundation of the cultivation system; in the energy layer , increase the supply of resources to ensure the operational power of the cultivation system; in the information layer , optimize the evaluation and feedback mechanism to ensure the operational power of the cultivation system【. Innovation/limitation】This paper constructs a cultivation path for farmers' digital lit‑ eracy based on the three basic fundamentals of system to provide a new perspective for improving farmers' digital literacy.
